No need for a microcode/management engine running a UEFI runnng a bootstrap running a OS that initializes locales for a console that runs a display server that initializes locale settings to run a webbrowser with his own locale settings, where some “web-developers” then again try to determine environment and capabilities via JavaScript to simulate desktop apps.
