Matrix works like email. It used a push model where a server pushes a message to another server that stores it. The message might be stored on the server of origin or it may not.

If you want Windows you could fork out for Windows server. It isn’t cheap but if you are building a new system anyway it might be worth it. You also could get it bundled with new hardware.
The cheapest and most treaded option will be by far Linux but Windows can work.
